Photoshop CC 2018 Edit/Fill command not working on new, blank layer?

Maybe I'm doing something wrong, but after creating a new, blank layer and either using Edit>Fill or Shift+F5 to fill with 50% Gray (or any other colour for that matter), nothing happens. I can fill the layer with foreground / background colour using Command/Alt + Backspace.

The Edit>Fill command works on a layer that already has pixel data - either a complete image layer, or one that has already been filled with a solid colour, but it just won’t fill in blank pixels (I tried painting a few red brush strokes on the new layer, then filling with 50% gray, and only the brush strokes were filled with the gray). Blending mode set to normal.

I can easily get round the problem, but any ideas about why this is happening would be most welcome.
