Photoshop CC 2017: Toolbar vanishes in full screen (Windows)

I'm using Photoshop CC 2017 on a Windows computer.

When working on my second monitor, I hit "F" to full screen, and then if I interact with the top menus (ie, going into File/Edit/Image etc), or use a shortcut, the toolbar then immediately vanishes along with the toolbar (crop/brush etc) vanishes too. It looks like it tries to extend onto my first monitor when it does this. It's currently making working full screen impossible.

Has anyone come accross this before?

I found that the window arrange window workspace menus have commands that allow the panels to float all in window or consolidate all to tabs; and the essentials option plus photography restore the panel menus. If everything disappears I can click on the PS Icon to close the application which then forces the save cancel or no save. On the extreme top right, there are also tiny chevrons to expand or reduce the panels as well as a search loop tool, window essentials I on and allow me to recover the app panel. I still don't know what causes it to happen. I just know that it is when I go too fast over the keyboard.

I figured out why its happening to me. When I use X - D to set black and white foreground and background, I sometimes scrape the F key.

I did a web search and found these helpful explantations about panels and workspaces. I hope these help.

Benjamin, it may help to see a screenshot of the the arrangement of your panels and documents.

Jeffrey, I know you asked Benjamin for one, but I was able to produce one.  Attached.  I reduced the resolution so the second screen had a margin around it.  On full screen, the LHS toolbar migrates to screen 1.   This is my display 1, with Ps 2017 on display 2 to the right.
