Photoshop CC 2017: Refuses to open any files

Photoshop CC 2017 refuses to open ANY files.. I can create new project, but I can't open any even if it's saved by CC 2017 and I reinstalled my computer, and the problem still exists

OS: Windows 8.1 Core Edition
Cpu: Intel Core i5 4440
Ram: 16GB DDR3
Gpu(s): Asus Amd Radeon R7 360 OC + Intel integrated grapichs
System, and application disc: 120GB SSD

It doesn't want to work, whatever i do. I've tried saving a blank psd, after closing photosop and reopening it, it refused to open the project rhat was open 2 minutes before.

What happens when you try to save the file?  Is it that you cannot reopen the file later?  Would you be willing to send us one of these file?

In addition to what David asks, I'm wondering, what happens if you open a JPG that isn't a PS file? Will it not open it at all? What type of files have you tried? Do you have CR2 or NEF files you can import into LR and try to use the Edit In Photoshop command? There are so many variables here, it's hard to determine the cause without focused specifics in a variety of scenarios.

What is the exact behavior when you say you can't open files? Do you not see the Open dialog? Or does Photoshop crash when you open file? Or the file opens and you can't see it?

First thing I'd do is disable the Intel driver: GPU and graphics driver troubleshooting steps (see step 7)

It suddenly fixed itself, actualy  i was clicking all over the window on the blank space after trying to open a psd and after some seconds it opened the file. Since then it's working fine. Before that png or jpg files refused to open too. And I don't want to disable the intel driver, because my third monitor is runing from the integrated graphics, and the other two is ran by the AMD.

The problem occured again, but rapidly clicking fixed it again.

The same problem has happened to me. I decreases the 70% memory usage to 40% closed my photoshop and when i try to open it again everything goes right. I dont know if was just a coincidence or the memory issues is the problem.

I'm experiencing this problem as  I've never experienced this problem with any prior version of PhotoshopCC.  

I run Photoshop within Windows as a Standard user, when I attempt to go to File > Open Photoshop crashes although any file listed within recent files will open ? I can open files when running Photoshop as an administrator but I loose my custom layout etc.  I'm using Windows (1703), I've checked the event logs within Windows and the problem points to Shell32.dll, if that is of any help ?
