Photoshop CC 2017: How do I draw two equal lines one above and one below my text?

Hi everyone.  I want to draw two equal lines one above and one below my text.  What is the best way to do this?

If your layout consists of type and graphic elements Photoshop is a poor choice and you may be better served by Indesign or Illustrator,
If you have to do it in Photoshop I would recommend using the Rectangle Tool (or the Pen Tool) to create a Shape Layer, then duplicate and move the copy.
