Photoshop CC 2017 fails to open or create new files in Windows 10 creator edition

I'm having a problem with Photoshop CC 2017 installed on Windows 10 creator edition (version 1703, OS Build: 15063.483). The program will open, but I can't open any files or create any new ones. I've uninstalled and reinstalled it but am having the same problem. When I try to create a new file, it opens the new document window but when I select "Create" nothing happens and the new document window simply stays open. An older version of Photoshop CS6 that I have works fine.

I'd appreciate any help or advise regarding how to fix this. Thanks!



Since making this post, I have tried the following solution from a post by Sandra Nipperess. This has succesfully fixed the problem that I was having.

"Whilst it may be inconvenient to some, I was able to rectify this issue by selecting>EDIT>PREFERENCES>GENERAL>Reset preferences on Quit >EXIT and reopen Photoshop."

I had the same issue, however the solution I had was different. Open Photo shop and press ctrl + shift + pause, menus work again and files open again. Not sure why it does it, but every few months i'll have to use this keyboard shortcut to fix it again.

I don't know what kind of sorcery is that, but it worked! From a lot of fixes, this was the only one that worked.
