Photoshop CC 2017: Droplets cannot communicate with photoshop on Windows

I have had this problem for a while, possibly since CC was introduced. One day the droplets stopped to work. I tried all the tips from the internet, like running them and photoshop as administrator, reinstalling photoshop, cleaning windows registry etc etc and nothing ever fixed the issue. It is a crucial part (or actually was) of my lightroom workflow. Without the droplets there is a lot of additional, manual work.
What is required for the droplets to communicate? how do they communicate? The photoshop is launched properly but then the droplet cannot communicate... does it require a port to be opened? I really would like to get some help and more information. It used to work. And was amazing.
