How to make it to work in Photoshop in 2017?
Some conversion to another extension (to HTML5)?

Flash support has been dropped from Photoshop several versions ago. 
Davide Barranca has written a book on html5 Panels for Photoshop

If it is too expensive for you there are free resources online, too, but you may have to look around some.

I just released my new Plug-In "Configurator Reloaded".

As it was possible with the Adobe Configurator now it's also possible with newer Photoshop versions to create your own panels.

Drag and drop tools, menu items (over 700), actions and custom scripts
