After updating today to the latest version and File actions (save / open) crash photoshop on my Win10 creator's update system

Reinstalling didn't fix the issue.  I'm stuck and can't use photoshop!

Figured it out.  I had a utility called bins installed.  It was also messing with chrome.  After uninstalling it Chrome and photoshop started working again.
