Photoshop CC 2015 Zoom Problem in Win 7 64 bit

When I open Photoshop CC 2015 with a file (jpg or psd), and then try to zoom in or out in that file's window in Photoshop using the mouse scroll wheel, the window contents haltingly zoom in or out a little and then stop. To get it to work, I have to select the move tool and click on the window, then zoom works normally. Zooming works for all opened files after that.

I have issues with zoom being jerky on cc 2015 and I have Win 7 64 bit also.

It seems that the first graphic window opened in cc 2015 in not exactly in focus. In cc 2014 the first window was in focus. The difference is that in cc 2015, when you try to use any tool except the move tool in the first window containing content you want to work on, it either doesn't work at all or works intermittently. You can fix this by selecting the move tool and clicking it on the window. After that everything works fine.

If you open two windows before you start any work, the second window is in focus and all tools work in it immediately.

This is the case in on 4 different computers of different types with different graphics cards - all running win 7 pro 64 bit.

After a lot more trial and error, I have figured out that when Photoshop CC 2015 is launched in Windows 7 via opening a file, neither the Photoshop Window nor the FIle Window inside Photoshop are fully in focus. The simplest fix is to click on the border of main Photoshop Window, then everything works fine.
