Photoshop CC 2015 'Export As..' feature cannot scale a masked Solid Color layer properly.

I've been making single color translucent icons for a project by applying a bitmap layer mask to a solid color layer and then exporting multiple sizes of PNG files through Save for Web. After upgrading to CC 2015 and using the new Export As feature, I've found that, while Export As works fine for most images and layer arrangements, my particular solid color icon workflow is crippled.

Most attempts to scale the output file down in the export dialogue shrinks the output file, but seemingly not the *layer mask*, resulting in an awkwardly and improperly cropped final product (both in preview and in the final file). Additionally, at different scale factors, the mask seems to move around in the frame, so the final icon sits in varying places within the frame. Fortunately, Save for Web still works fine for my purposes, so I'm not dead in the water, but this is definitely not great behavior.

another fine example of just how poorly this "feature" was tested before release.

i tried your workflow, and while i didn't get the same results, i did notice that with a solid color layer + mask, the contextual Export As is greyed out, while File/Export As is not.

But wait, there's more! If i have no background layer behind the solid color + mask, Export As tells me that the "image is empty," but if i turn on a layer underneath, then it exports as expected?

Same problem. Also when I have blending effects on a layer and try to scale inside of "Export As..." all nice feathering is destroyed.

Fortunately, the legacy Save For Web... (my fave for years) still works.
