Photoshop CC 2015: Dragging library graphics to an artboard moves them to the topmost layer group, not next to the selected layer

When using artboards, dragging a library graphic to the canvas inserts it at the topmost level of the artboard - which is usually out of view in the layers palette. You then have to go hunting for the graphic and then drag it back down to the place you were working. This seems to be a bug -- in documents without artboards, dragging to the canvas inserts the graphic above the selected layer as expected.
