Why does photoshop cc have poor graphics performance on yosemite with an intel hd 4000 1024mb graphics card but photoshop cs4 runs nice and smooth? is there a way to fix this?

Apple is still dealing with a number of video card driver issues introduced in MacOS 10.10.

Photoshop CS4 doesn't use the GPU, so won't run into the GPU driver problems.

For the time being, you can disable GPU drawing in Photoshop's preferences. If you need to use the GPU features in Photoshop, then you may want to consider downgrading to a more stable version of MacOS until Apple can release all the fixes for MacOS 10.10.

Turning off the graphics processor for it doesn't work it actually makes it worse. So if photoshop cs4 doesn't use the GPU either I dont know why when I turn off the GPU in photoshop CC it runs even worse.

Because of bugs in the video card drivers. Unfortunately we do not know the details of all the bugs in the video card drivers.

Again, Apple is aware of these problems and working on solutions.

Chris, I'd be interested to know when you or the PS team think 10.10 has evolved sufficiently to recommend upgrading from Mavericks or below. Is that something that is ever formally or informally announced? Is there a blog to follow, etc?

No, there is no such thing announced.
