Photoshop CC 19.1.0: Cropping with layer masks bug?

When using the crop tool, and having layers with unlinked layer masks, the resulting crop shifts the mask when pulling the left or top handles of the crop marquee, as if it were linked to those edges. Delete cropped pixels is unchecked.

For example, I have a car with a layer mask to mask out the background and it is unlinked to the layer. I activate the crop tool, grab the left side handle and drag right. I accept the crop. The result shifts the mask to the right the same amount as I dragged the handle. The same happens if I drag the top handle. It does not happen when dragging the right or bottom handles. I have to link the masks to keep them unmoved. I don't believe this happened, before. Am I missing something or is this a bug?

I am on an iMac, 27-inch, late-2013, 3.2 GHz Intel Core i5, 32 GB memory, running OS 10.11.6.

I'm having the exact same issue. This never happened in older verisons of PS

I'm on Mac mini(Late 2014), 2.8 GHz Intel Core i5, 8 GB memory, Intel Iris 1536 MB Graphics, running 10.12.6

I am experiencing that same issue. When I resize imported layers, among other layers with masks applied, PSD hides parts of the image unless I shift it's location. The layer I am resizing is the very top layer with no mask. Very, very weird.
