Photoshop CC 17 Instantly crashes Application Error(0cx000007b) after upgrading from CC 15 which worked fine

I just upgraded Lightroom and Photoshop CC. Lightroom works fine, photoshop CC 17 instantly crashes with Photoshop.exe - Application Error X The application was unable to start correctly (0cx000007b). Click OK to close application. I was using Photoshop CC 15 all day with no problem and made the mistake to upgrade on my desktop. Now I have no Photoshop. I have seen a bunch of shot in the dark fixes, none have worked. I wont make this same mistake of upgrading on my laptop. Windows 10 is the operating system, up to date. Now What?

PS - please don't suggest re-installing C++ Visual Studio 2012, already did that.


UPDATE UPDATE - - I upgraded from Photoshop CC 15. So I tried installing Photoshop CC 15.5, same problem as Photoshop CC 17...Instant crash

I reinstalled Photoshop CC 15 , works just fine except no oil paint filter. Nothing wrong with my computer. Its all about the upgrades to Photoshop.


CLOSE IT OUT - The Fix was to turn off Graphic acceleration. I was able to turn it off in Photoshop CC 15 and wham, up came CC17. Now 2017 comes up fine. I even get the Oil Paint filter back with graphics acceleration off. I have a NVIDIA GeForce 640 with 4g of VRAM, has the latest update from 12/14. Turned it off in Lightroom too and everything runs MUCH faster. I had read somewhere on a non Adobe site that there are lots of problems with Adobe products and graphics cards. It sure wasted a lot of my time today.
