Photoshop: Can't see my tool cursor

TOOL CURSOR VIEW BUG:
THIS PROBLEM HAS BEEN ONGOING THROUGH THE LAST 3-4 VERSIONS OF PHOTOSHOP, PLEASE CORRECT THIS NOW!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
I'M SO SICK OF NOT BEING ABLE TO SEE MY TOOLS, THESE ARE EXPENSIVE PROGRAMS AND USE USE THEM FOR WORK, AND 50% OF THE TIME (THATS HALF THE TIME I USE PHOTOSHOP) I ENCOUNTER THIS PROBLEM. 
THAT IS UNACCEPTABLE ADOBE!! HELLO ADOBE!!! I'M TALKING YO YOU A D O B E!

THE PROBLEM: I CANT SEE MY TOOL CURSOR, WHICH IS KIND OF THE POINT.
AND IF I CANT SEE THE THE SIZE AND SHAPE OF MY TOOLS ON CURSOR THEN I CAN'T PHOTOSHOP. WELL UM DUH THAT SEEMS LIKE SOMETHING YOU SHOULD HAVE FIXED BY NOW. ITS COMPLETELY UNPREDICTABLE AND RE-STARTING PHOTOSHOP DOESN'T FIX THE PROBLEM.

I USE A MACBOOK PRO - THIS PROBLEM BEEN OCCURRING SINCE 2012 ON LION THROUGH YOSEMITE
OH AND I'VE BEEN USING PHOTOSHOP FOR 16 YEARS

Hi Yves,

I see you work with the CAPS LOCK Key turned on. This puts the tool cursor into precise mode. Try turning off the CAPS LOCK key to use the normal cursor.

If this is not the issue, please take a screen shot of the issue you are seeing and specify the version of Photoshop you are running.
