Photoshop always opens with same tool activated, i.e. Crop

When I open a export a file from Lightroom (Cmd/Ctrl E) to Photoshop.

The image always opens with the crop tool active with the overlay set to a ratio of 2:1. If I press Escape, or return by mistake the crop is activated. So, I have to select another tool to stop the crop happening.

The issue only occurs if Lightroom is doing a cold boot of Photoshop, i.e. Photoshop is not already open.

A minor irritation, but confusing at the same time.

Photoshop remembers the last used tool in it's preferences.
If you crash, then Photoshop won't be able to save the preferences, or if your preferences folder has bad permissions Photoshop also won't be able to save preferences.

I'll do a repair disc permissions (Mac), to see if that works.
