Photoshop adds error noise/marks to text or image layers when resizing/scaling it up or down, how come?!

Photoshop make error noise/marks to text or image layers when resizing/scaling it up or down, or just editing text.. Does anyone experienced such problem and how can be solved?! 

Here I would like to show what it looks like: 



In the text layer the marks show up on the face of Einstein, and can't be removed... if I don't save the file and restart the program there's chance the marks are not there.. 

What could be the problem, may be the hard disk, dropbox, the cable of the monitor or esle... please help and comment! (-: 

Also on this file, on top of the image of the book in the same layer there's repetitive noise, how come is inside the same layer:

I am not sure, but because the corruption isn't always saved with the PSD, it seems to be a problem with the display of the document, not corruption within the document. 

Try adjusting the Graphics Acceleration levels in PR / Edit / Prefs / Performance - Advanced, Basic, None.   Also try updating your video drivers.  It could also be your RAM having issues. 

It is also not clear what OS and PS version you are running, where if they are not the most recent, maybe there are bugs that have been fixed.
