Photoshop 21.2: Proportional button not staying selected

I am editing a series of images where I do a proportional free transform and want to type in the scale percentage. The proportional button will not stay selected from image to image so I have to reset it each time. I recently reset Photoshop prefs to fix some other issues and can't find a way to lock this setting. I am using Legacy Free Transform because I prefer that for when I drag to edit.

Legacy free transform is not sticky. If you disable legacy then it should remember that state. They changed to logic. They changed to transform into proportional by default. But a lot of people had a problem with it. So later instead they made that button sticky so everyone can quickly toggle that and use what he is used to.

If you turn off Legacy, then the lock is sticky...

it's not tho...? If you want shift to keep proportions, enable the lock. If you want shift to distort, disable the lock. That's all there is to it.
The lock remains sticky, so if you want legacy behavior, just disable the lock.

So turn legacy transform off? Apparently the lock is sticky with it off and not sticky with it on? Lord help us all.

Yes. Legacy was added after the introduction because some folks are really resistant to change.
