Photoshop 21.1.1 - Move tool doesn't work properly; Objects "snap back" when moved.

Exactly as noted in the title. Ever since the latest update, I've been having a consistent issue with clicking/dragging items where I want them, and they just snap back to where they were. Sometimes you can fix the problem by clicking/dragging guides, or resizing the object and then undoing it.... but I should not have to work this hard to move something.

I haven't changed any settings/preferences since the update. Anyone know a reason why this might be happening/how to fix?

EDIT: I should also note that I am not using any peripherals such as a Wacom or anything like that. Literally just a keyboard and mouse.

Dragging layers is messed up, there's a lag, when you let go of the mouse at the final location where you dragged it to, the layers/groups jumps back to the original position if you don't leave your finger on the shift/alt/etc key for a long time.

Discussions sure, but no solutions. Just updated to 21.2 and it's still happening.

I'm having the exact same issue with Photoshop 21.1.2, it started when I upgraded to this version.
