Photoshop 2020 - GIF with varying frame delay

Making a GIF with four frames. First three are 1 second delay; fourth is a 2.5 second delay. After exporting, the delays aren't correct - the third panel gets a 3 second delay, and then on the second loop, the first panel gets a 4 second delay. Tried multiple exports, quitting and remaking the GIF, using different frames, etc. Installed the 21.0.1 release.

I just had a really similar problem!  I even re-installed Version 20.0.8 and the problem persisted.

In my case, it just appears to have pushed all the timing off by 1 frame.  So let's say I have 3 frames A, B, and C with a 1, 2, and 3 second delay respectively.  In photoshop all the way through the save for web preview things look good with A1, B2, C3.  Upon exporting, however, the result is A2, B3, C1 — basically shifting the timing "left" one frame.

What OS are you using?  I'm on Mac running Catalina and here's the funny thing: my gif plays perfectly timed when I open it in a web browser, leading me to believe it's actually a finder/preview issue with MacOS.

Mitch I thought I was going crazy when I saw them play as intended on the web; glad to hear it's not just me.

I think you're right, I think it's a Catalina thing (I'm on 10.15.1). And in hindsight, if I preview GIFs I made before both Catalina and Photoshops's 21.0 release, they too have the stutter only in preview.
