photoshop 2018 lightness +100 is not white - bug

In photoshop 2018 in image->adjustments->hue saturation, when i setup lightness +100 is not white - thats not proper behavior, in previous versions from any color, lightness +100 was white, always.

For what it's worth, I get pure white.

For it to be pure white, the underlying color has to be 100% saturated. For instance:
the only reds underneath a Hue/sat layer that will turn white with 100% lightness are pixels with a value of R255G0B0, any other shade of red will turn a shade of lighter red.... this works for me in 2018.
