Photoshop 2018: Control click (or RMB) no longer reveals layers below pointer

In previous version of Photoshop control-click would reveal a popup listing ALL layers below the mouse and allow you to select one. In the current 2018 version, if any layer in a clipping group is invisible the control-click will only show the base layer providing the clip.

NOTE – turning on auto-select layers in the top menu is not the answer – more often than not the layer I want to select is not the top in a clipping group. In any case, if any one layer on the clipping group is invisible, auto select will still only select the base layer of a clipping group. NOT useful.
The only time the control click (or auto select) will work is if ALL layers in the clipping group are visible. 

A extremely useful tool – one I used 100s of times a day – has been removed here. 
How can I get the previous functionality back?

UPDATE: my comment about selecting the base layer appears to be incorrect – control click  will reveal layers from the base up to the layer before the first invsible layer (in the same clipping group). Auto select will select the layer before the first invsible layer

I see what you're saying. It's apparent that these selection methods only work up to the first hidden layer in the clipping group. It doesn't matter that I can clearly see the clipped layer at the top of the stack. It's not in the c-s menu and auto-select doesn't "see" it either.

It's a bug that needs fixing.

I think it DEFINITELY IS A BUG. To not present clearly visible layers (eg. layer 6 in screenshot) as an option for selection makes no sense at all. For auto select to not select the top-most visible layer but rather one lower down (layer 3 in the screenshot instead of layer 6) makes no sense at all.
