Photoshop 2017.0.1 Hue/Adjustment layer Colorize option problem

The colorize option in the hue/adjustment layer doesn't colorize the image to the selected foreground color.

The colorize option in Image/Adjustment/Hue and Saturation works as expected.

What I am seeing is the Hue/Saturation adjustment layer gets the current foreground color at the time when the adjustment layer is created. So, if the foreground color is set to red, I create the Hue/Saturation layer, then change the foreground color to Yellow and then click Colorize, it will colorize to Red. This appears to be the behavior for Adjustment layers going back for all versions I checked.

Thanks! Jeffrey. I'm glad this is not a bug. The behavior is a bit counterintuitive, though.

I suspect it's based on the old modal dialog for the same adjustment. Further, the check box in the non-modal panel is a toggle, so if you toggle it off, I suspect they didn't want to potentially swap colors out if it was unchecked and rechecked after being set. It's a bit odd, but is probably the lesser of many evils.
