The update for 32-bit Photoshop CC 2014 for Windows is broken on your server.
The download is ~63Mb in size (while it is ~250Mb for x64 version) and is reported as damaged.
Tried several times with the same result.
Please check this out.

I can't figure out a way to update to the latest version 2014.2.2. Photoshop thinks says it's current at 2014.0.0 but we know that's not the case. Yes, I'm on a corporate/enterprise account with Adobe, however my older Mac which is managed the same way updates just fine. Any thoughts?

Make sure your updates are not disabled by admin, If so remove the files which suppress updates as mentioned in the link.
In future your Admin needs to make sure that either he rolls out the update package or they are not suppressed.
Regards,
Ashutosh

32 bit update on server is working fine and is of nearly 235 Mb.
Please clean AAM cache By deleting following folder contents:
For Mac:
· /Volumes/%Volume Name%/Users/%Username%/Library/Application Support/Adobe/AAMUpdater/1.0
For Win:
· C:\Users\\AppData\Local\Adobe\AAMUpdater\1.0
Then try running Updates.
In case of any issues, please mail me on asnigam@adobe.com, I would try to resolve your issue.
.
Regards,
Ashutosh
