Hey Adobe, what is the hold up with Photoshop 20.0 release in Australia? As of this post it's not available via creative cloud?

More than likely, you just need to manually check for updates. (I had to do it myself.)

You may already do this, but I find it very, very, very helpful to go into the Advanced Options and disable "Remove Old Versions". That way I have the version that I've been using still installed should something unexpected happen with the newest version.
