Photoshop 20.0.6 freezes / stops responding shortly after launch

I seem completely unable to use Photoshop v20.0.6, as well as previous versions of the 2019 release. I am able to run CC 2018 however. 
This has been happening for a while, and I did a clean install of windows 10 thinking this would resolve the issue, however, it seems that the windows install wasn't the issue. I have the latest Nvidia drivers for my card (GTX 1080).

Behavior:
The application freezes shortly (under a minute) after launching, either when launched directly or opening a file. Once it gets locked, it seems to stay this way no matter the amount of time given, so the only way to proceed is to kill the process in the task manager. 
This happens whether or not I have other Adobe applications open, after fresh reboots, etc. No amount of experimenting on conditions have resulted on it running stably for more than a few seconds. 

Steps to reproduce:
Open Photoshop.

My computer:
Intel Core i7-6800K CPU
128 GB Ram
Windows 10 (64-bit)
GTX 1080

My PhotoShop locks up on first opening, but usually within a minute it unlocks and is ready to work. It has done this for the past few updates

Mine never comes back. I've literally left it for hours (mostly me walking away trying to prevent me from throwing a computer out a window). Came back, same thing, PS was 100% stuck.
