Photoshop 19.1.0: dashed stroke issue

I need to draw a dashes 1px line, but resulting line has blurred areas.
Photoshop 19.1.0, Windows 10 x64.

Give it up. This is not possible. There are problems with decimal numbers.

But how I can imitate CSS property "border: 1px dotted;" in Photoshop?
Dotted raster lines are very uncomfortable.

Yes dotted raster or shape rectangle for each single dot.
Yes this is uncomfortable and next reason why Photoshop is not good for webdesign.

You could have luck if start and end point will be excatly on coordinates without decimal points. But it's not reliable enough.

Use the dash instead of the dot preset (the next one up), or change your stroke thickness. The dot brush is an  antialiased circle, and your current brush is smaller than the basic shape of the circle, so it is rendering them as squares with various degrees of blending. 
The dash is a square brush, and you can change the size of the dash and the gap to match what you're looking for. If you are going for perfect squares though, you should be doing this in illustrator
