Lightroom Classic: Photos do not display fully, lines through images, general display issues

Starting July 16, 2018, images in lightroom stopped loading/displaying images properly. The image loads extremely slowly, is cut off, not fully displayed, or partially displayed with render lines throughout. 

-Images import properly.
-I render 1:1 and smart previews on import.
-My catalog is optimized and caches purged so there shouldn't be any lag on loading images.
-Raw image cache is set to 70GB
-'zooming' a photo seems to reset the view for that photo for a short period of time, but when you proceed to the next photo the same issue happens. 

Troubleshooting so far:

-Relaunching lightroom does not help
-Restarting computer does not help
-Creating a new catolog and re-importing only a few photos does not help
-Clearing caches does not help
-Increasing camera raw cache limit does not help

Can you post your Lightroom>Help>System Info... please?

Is there a recent GPU driver/OS update on your machine? It looks to be a GPU driver issue. Try https://helpx.adobe.com/nz/lightroom/kb/lightroom-gpu-faq.html to turn off the GPU acceleration to see if it helps, and also check if your GPU driver is up-to-date.

If disabling the GPU works, updating your driver may allow you to re-enable the GPU and take advantage of hardware acceleration.
