Check all of your print settings - make sure that Elements is using the correct profile for your paper and printer model, and that the printer has the correct paper type specified. If that doesn't solve it, then you'll have to work with Epson - they've had a number of issues like this in their recent drivers.

Also note that most other software does not use the modern print APIs and color management print APIs that Photoshop uses - so Photoshop can (and does) hit different bugs in the printer drivers.

Thanks Chris.
I have changed a few print settings but but it hasn't made any difference.
Unfortunately I am still in nursery when it comes to computers so I am not sure about what I am doing.
Is there someone I can contact who can talk me through the process?

As I have not received a reply to my last query does this mean I now have to approach Epson for a solution.
