Elements: Photomerge locks up and Elements shuts down

When I click on "edit", "file", "new", "photomerge-panorama", a window pops up with

Error 1:Unable to create window (res) - Internal error Line 364.

Happens on Lenovo notebook running Windows 7 Home Prem, HP desktop running Windows Vista, and Gateway notebook running Vista.

Make sure Photoshop is Up-To-Date: http://adobe.ly/PS-Up-To-Date

Restored preferences and Photoshop Elements 7 is up to date, but problem is not solved. I have loaded Photoshop Elements 7 on two other computers, and the same problem comes up.

Error 1: Unable to create Window
- Internal error Line 364
--var w-new Window (res);

I have discovered on the internet that this is a common problem with Adobe Photoshop Elements, but since there is no solution, I am purchasing different photo software for my business.
