Photohop truncates the "Date Created" EXIF timestamp which causes Photos.app not to recognize it

When a source RAW file's timestamp has a 00 seconds component, saving as a JPEG creates an EXIF "Date Created" tag with the ":00" truncated. This causes several libraries not to be able to parse the timestamp, and (more importantly) causes Photos.app on Mac not to recognize the timestamp, reverting to using the photo's original created time.

Steps to reproduce:

1. Download and extract the zip below.
2. Open roll123-31.ARW in Photoshop.
3. Open the "File -> Save As" dialog.
4. Choose JPEG as the format and click Save. Select any quality option.

The outputted JPEG file will contain a "Date Created" EXIF tag without the trailing ":00" for the seconds component. The outputted JPEG is included in the zip file for convenience.


Actual Result:

We can use exiftool to view the file's Date Created timestamp:
> exiftool -'DateCreated' roll123-31-exiftest.jpg
Date Created                    : 2016:08:24 16:59
Importing this JPEG into Photos.app will cause the timestamp above to be ignored, and the photo will be assigned to the original creation date.


Expected Result:

The timestamp above should include the seconds component, i.e. it should read "2016:08:24 16:59:00". Once I make this change manually, Photos.app recognizes the timestamp correctly.
