Elements 12: Photo Mail not working on Win 7

Photo Mail does not work.
PSE 12 on Windows 7 (64bit).
Have sent many in the past now photo mail acts as though being sent but nothing arrives.
Tried running as administrator and changing COMPATIBILITY to "Windows XP 3) in PhotoshopElementsOrganizer.exe ... none have helped.

My photomail on PSE9 doesn't work either. I tried sending photos a few days ago and have tried and tried since and nothing. I haven't had problems with photomail in years. Is there a systemic issue out there?

OK I went through and "Reset Accounts" File>Edit>Partner Services> Reset Account. Did the same to "Clear Online Service Data" . Which also meant setting up my email address again.

FYI I have to use "Open As Administrator" to simply open my PSE 12.

Then my mails began to go out again. Why this problem appeared is a mystery to me as well as why this fixed it. My problem is exactly the same as when using PSE 9.

Will see you again in a couple of years as this is at least the second if not third time this has happened to an aspect of this program I absolutely love and which many people enjoy receiving.

I am running PSE 12 (over 6 months now). I am using Win 8.1 Pro with Media Center, 64bit. I tried using Photo mail for the first time and it crashes after selecting next (select photo, recipient and then next). Tried several small jpg files and then a tiff. No change. I tried selecting Outlook and then Adobe mail etc in preferences but no change. Program stops working and wants me to close it. I tried the compatibility mode on the exe file. Switched to Win 8, then 7 , then Win xp service pack 3. Nothing worked (actually the program would not launch at all when using the XP option). Any suggestions on what else I can try
