Lightroom Desktop 3.2: Photo Library will not load - Unable to connect to cloud

The photo library will not load. Trying again does not work. The online version works fine. All synced photos are there. 

I have uninstalled the program in an attempt to fix it and have tried updating the operating system. There has been no change. Using a 2018 Macbook pro btw. 

Looking for answers or suggestion as to what to do next.

I believe you may have a corrupt local catalog.
