Photo elements 15 is to slow to use. I just upgraded from 12. Same coumputer and all. The performance difference is staggering. I have face recognition shut off. Is this what I should expect from 15 or is there a setting I should change?

I have found if you have both organizer and editor open, the editor is very very slow .. to the point of not being able to use it.   I moved photo's to editor, then shut down the organizer and everything worked well.   A bit of a hassle but it works.  I sent a note to Adobe support so they know about it but have not had any response.

You know what?
I am on Elements 15 and I frequently have to go back to Elements 12. The increased speed of the new version makes me feel that PSE12 is slow and very limited for memory intensive work.
The main reason is well known and described in many discussions here and in other forums.
As you have noted, it's due to the use of face recognition and geotagging in the organizer. I don't use them; I don't use any other 'automatic' background tasks like finding missing files or watching folders.
The result is that the organizer is top speed (I prefer the new Organizer version to that of Lightroom...)
If you want to use those features, be prepared to let the organizer re-index all your relevant data, which can take days... It seems the situation is about back to normal after that initial stage.
It also seems that there are other driver problems with some new HiDPI displays.

To improve speed:
- avoid background tasks
- have enough RAM (8 Gb is good)
- optimize your scratch disk (preferably on a different drive that the OS or programs one).
- set your editor preferences to let Elements use 70 to 80% of the available memory.

I just upgraded to Elements 15. Today it started analyzing faces making the software unusable. I didn't realize this feature was turned on. Is there a way to pause the analysis, or is there a shortcut to get to the place to turn this off? When I click on the file menu at the top nothing happens.

In the organizer, use the menu Edit >> Preferences and set the options in Media-Analisis to turn off 'Run Face Recognition Automatically'. If you don't want the feature, also 'Reset Face Analysis'.

If you want to use it, preferably let your computer work at night until it gets more responsive.
