Phostoshop CC 2018 switching Fullscreen Modes while using Zoom Tool

Hi, everyone. Switched to Win from Mac. PS 2018, fresh Win 10 1803, notebook Dell 7577 (Intel630+GTX1050), external monitor.

I used to retouching in fullscreen mode and when I do that and using zoom tool, menubar and tool palettes disappear back and forth with every zoom change. No matter if it Ctrl++/- or mouse wheel!

I've tried everything: checking all the checkboxes in Prefs, turning Graph Acc on/off, assigning Intel/NVidia card to PS, running PS in Win7/8 compatibility mode, checking Disable Fullscreen Optimization, lots of restarting PS and OS, etc. Nothing helped.

Sometimes it working just fine, but there's no obvious dependence: next time I restart PS the problem occurs again.

Have you tried resetting your Prefs (after saving any presets you've created and not saved to disk, of course)? Here on a Mac, anyway, I'm unable to replicate this. I know the OS can hijack kbsc sometimes, but you say with the mouse wheel, as well. What about with the scrubby zoom (I'm afraid I can't remember the kbsc for Windows there)?

I've tried everything at the moment this isuue occurred. Then rolled back to PS 2017, finished my tasks and decided to try PS 2018 again. Somehow the issue with zoom seems to be fixed for now and working smoothly with integrated Intel GPU acceleration and OpenCL (even with GPU+OpenCL!). I've tried this configuration earlier, 100%, with rebooting OS and restarting PS - no luck. And now it works! No updates, no driver changes since then. Some evil witchcraft under the hood...
