I use Windows 8.1. Can I read PDD files using Photoshop Elements 14? If so, can I then convert the PDD files to Jpeg?

I believe Elements 14 will open PDD files and then allow you to save them to whatever format you want (e.g. JPEG).

Tried to load trial version of Elements 14. Went to the website but got hung up in the Akamai Download Manager Installer window.
I tried the instruction in the window "Don't see the installer? Try reopening it." That didn't work.
In the window I tried "If installation does not automatically start, double-click the 'Akamai Download Manager Installer' file to continue the download process." but I couldn't find this instruction anywhere.

I can confirm that PSE14 can open .pdd files, like previous versions.
