Photoshop: Pasting not exactly centered...

When you paste an object into Photoshop, it used to be pasted in the exact center of the document. This seems to be just a little bit broken.

I have a 2730x1536 document. I set the crop tool to draw a 4:3 aspect ratio selection, to the full height of the document. I get a 2048x1536 selection. I create a layer and fill the selection. I use Command-X to cut the layer. I use Command-V to paste it. It LOOKS like the layer has now been pasted in the exact center, but it hasn't. On the left side is a 342 pixel gap. On the right is a 340 pixel gap. It should be 341 pixels on either side.

I just tested with a 1920x1080 document. Ditto. The layer pastes in not exactly centered, but instead shifted one pixel to the right. Strange.
