For years, Photoshop has been incapable of pasting a bitmap into an existing layer; all paste behavior creates a new layer (unless working with masks). This works well for an idealized workflow, but is a short-sighted limitation for the breadth of real-world use cases. There are numerous reasons to paste into an existing layer, without creating a new layer:
- Rapid workflows
- Quick changes
- Working with templates
- Plugins and workflows that Adobe cannot forsee, such as when layer names must not be modified by flattening or merging
