Photoshop: How do I create a Passport Size Photo document preset?

in India we using Photoshop for digital imaging in Digital studios.
Here we need to make passport size photos (3.5cm x4.5cm).
There is no option for that, so we using crop tool and make more than one copies
by copying layer. But we xpect a new feature form photoshop
that i can select a proper area with mesurement (like 3.5cmx4.5cm
or something like that..) and when i give the number of copies and paper size
(canvas size eg: 6x4 or 5x7 or...), which the passport size photographs appear and can print it.

1) I'm select an image portion with selection tool with the measurement 3.5cmx4.5cm or 3cmx4cm
2)then i need a menu item Passport copies
---- menu displays
----------------no of copies, (text box to enter the no of copies)
----------------printing paper size (list box that list available paper size)

out put:

i must get no of copies in matrix method. (raw and column method)

When you create a new document in Photoshop (File > New), you can start by specifying the size of the document in centimeters, and then you can "Save Preset" so you can choose that option again in the future.

I hope this is what you're asking.
