Panning and moving objects around in photoshop lags considerably in Mac OSX

Been having issues for 8 months with photoshop when moving objects around the canvas or panning around the canvas. It lags considerably and I already spoke to Apple about it, its not hardware related or software related on Apple's end from dealing with their engineering team. Here is a link to a video of the problem. Can anybody please help with this?

If you have Rulers enabled, tried disabling them to see if that helps.

this is also happening now after the latest cc 2015 release on windows as well, so its happening on both systems, has to be a bug with how photoshop is working

I'm guessing apple is looping in the video card fixes in the next OS update with metal... I hope I don't see why it takes 8 months to fix video drivers

Also I was wondering why illustrator would render smoothly whe panning around but not photoshop? Do they use different methods to draw on the screen?

If you are on Windows, then you have a different issue from what this topic is discussing (MacOS X).

Yes, Illustrator does not use the GPU calls that Photoshop does while drawing their documents.
