Photoshop Elements: Panel Bin does not stay closed

In Elements 9 I like to work with the Panel bin closed and all Panels floated. While Elements 9 remembers (mostly) that I have floated the Panels it does not remember that I have closed the Panel bin. So on start up, on loading a raw file, on using the tab key to view full screen the empty Panel bin is opened. What is more an accidental click on either of the Reset Panels selections opens and refills the Panel bin.
There is no “Are You Sure” or any way to undo this drastic action so I have to empty the Panel bin, reposition all the panels and close down the ones I’m not using.
Please can you sort this omission so that it is not punitive for those of us who don’t use the Panel Bin.

Are you sure there is nothing in the panel bin?

Could you post a screenshot of the panel bin open after using the tab key?

Are you using windows or mac?

Still has the same annoying feature in PSE10.
Will you fix it?
I very rarely use the panel bin, and I do want maximum editing space.
Closing the unwanted bin every time I use PSE is AGGRAVATING.

Unfortunately, by the time this issue was reported in PSE9, it was too late to have it fixed in PSE10, as it came out right about the same time.

Fair enough, but you DO release patches, don't you?
Surely this doesn't count as a major change that requires us to wait for the next paid upgrade?
