Photoshop 21.2: Pan Tool snaps in Single Direction then Zoom breaks

I'm having an issue with my Photoshop 2020. From time to time, my Pan Tool with start snapping hard to the left, and refuse to go in any other direction. Eventually, I will no longer be able to zoom into or out of my image, despite the navigator moving. The only way to fix this is to close Photoshop and restart the program.

Is this a known issue? Is there a resolution to it?

Hello, you'll get help faster if you provide more info: Mac? Pc? is it Ps 21.2?
Are you using a tablet, or the mouse? if a tablet, and on Windows: using Windows INK or WinTab?
Can you do a screencast?

I'm using
 - Windows 10
 - Photoshop 21.2.0 20200604.r.225 2020/06/04: 02a81f3015  x64
 - Wacom tablet (intuos Pro) but it happens on mouse as well. I'm using Wacom software. I don't think I'm using Windows Ink or WinTab and if I am, I an unaware that I am and not sure which one I'm using.

It just happened again and I already closed Photoshop so I cannot get a screenshot (not sure how useful one would be aside from showing the Navigation tab showing a different extent than the canvas when the canvas freezes, I would need to video it or similate it in multiple screenshots).

It happens at random, with no warning, and when it does it always starts snapping and moving the canvas view towards the top left corner of the canvas. Attempting to move with the hand tool later breaks the canvas entirely so your canvas will not change even if you are zooming in and out or moving around on the Navigator window. If you move with the navigator window before the canvas breaks, it will move and change the canvas, but pan will still be broken.

Ok, it happened again and very quickly. I'm downgrading from 21.2 to 21.1.3 to see if that helps for the time being. But as you can see in the screenshot below, the canvas doesn't match the navigator. And I can move the navigator around (and zoom) but the canvas view will not change at all. It normally snaps to the top left, but it snapped to the bottom left this time.

Ok, so I uninstalled then reinstalled Photoshop. It wasn't doing it in the old 20. version, but for the time being (touch wood), reinstalling appears to have stopped the issue. It may come back, so I'll keep you posted if it happens again.

Ok, no it's going it again. Reinstalling doesn't work. No one have any ideas what's going on?

I've just noticed something else. When the pan snap is happening, the Marquee tool also breaks. It starts selecting a much larger area and snaps to the far right edge. Something is seriously wrong... and this keeps happening about 5 to 10 times a day.

Yep, this is a Win only bug and has to do with OS Scaling.  I was able to repro this when my OS Scaling was set to something other than (Recommended) which for my monitor was 150%.  The bug occurred when I had it set to 200%.  We are working on a fix and it should be in the next update.
