Confused about painting in photoshop

I said it before and I will say it again even the cheepest app can to it!

So I am painting trying to change the shade of something I only want 25% change but if I let go of my brush I have to start again because if I accidentally paint over the same pixels I get 50%. Why oh why can we not have a brush update. So when I paint, I can and paint and only get 25% until I go update just like in my apps. It is so use full. Yes I know I can do it with layers make a layer change the colours to suit what I am looking for then use a mask. But it would be so much simpler easier if I could just paint it. Come on Adobe a less than $5 app can do it and it is too much trouble for you to include it? And now you have put photoshop in a cloud which can be updated on a regular basis. Why not use this idea. I mean how hard could it be?

you could paint the whole thing in 100% and then lower the opacity? i know you cant use what is underneath to guide you but its one way of doing it without the layers. =)
