Paint Bucket Tool bug in CMYK mode

In CMYK mode, i often use the paint bucket in combination with the eyedropper (to color flat shaded illustrations), and i noticed a very annoying bug : the paint bucket decreases the color value of 1% almost each time i pick a specific color.

For example : if i use the eyedropper on a zone colored with 75% of cyan, and then use the bucket to fill another zone, it fills it with 74% instead.

The Paint bucket is the only tool that does this : with a standard brush or pencil tool, the colors stay exactly as they should.

This issue appeared since Photoshop CS3, and still exists in CS5.1 (even in CS6 Beta). In CS2 it worked fine.
