PHOTOSHOP - Paint Bucket won't fill in space

I'm having an issue when I fill in a spot with the photo bucket.  It's happened before but I don't remember how I fixed it.  I've been drawing a picture for some time now and I wasn't having an issue until I logged in today.

Now when I feel my spot in with the bucket tool to fill the space it leaves a white mark around the line I just drew, even when I create a new layer.

I tried checking Anti-Alias and Contiguous in different ways but nothing seems to be connecting the fill paint with the line to have a continuous fill.

Sounds like you might be trying to fill something that is already antialiased, and the tolerance setting isn't high enough to include those antialiased pixels on the edge.

The tolerance is at 255 and still doing the same thing, how would I know if the layer was already antiliased?

Does the edge have pixels that aren't a solid color but blend into the background - that's the antialiasing.
And a tolerance of 255 would fill everything that isn't transparent.

None of that, normal brush and normal bucket, I'll try some more and see where it goes, thanks for the help
