OSX Alt button sticks (digitally, not physically)

While using Photoshop, and using the ALT/Option key on my keyboard, Photoshop keeps thinking the ALT/Option is still pressed, even when I let go.This happens in all uses of the ALT/Option button use. 

Sampling colors keeps the color sampler open, clone stamping, brush resizing, everything.

mostly happens on my laptop keyboard, but also on external keyboards.Also using various Wacom Intuous Tablets.

I'm working on:

MacBook Pro (mid 2012)
16GB RAM
NVIDIA GeForce GT 650M 1024 MB
Photoshop 2015.5.1
OSX El Capitan 10.11.6

We had that same issue and the it ended up being faulty drivers for our Wacom Intuos Pro tablets.  We ended up having to revert back to a driver from 2015 to get Photoshop working properly again.  We are using version 6.3.15-1.  This version can be downloaded here: http://cdn.wacom.com/u/productsupport/drivers/mac/professional/WacomTablet_6.3.15-1.dmg

Also, for certain languages, the right OPT/ALT key (aka ALT Gr) is treated differently than the left.  Normally, this isn't what happens, but it could be a new glitch.  A much safer bet would be interference from a tablet or some other terminated-but-resident software, such as a screen-capture app.  I am curious if updating the tablet  driver solved your problem.  Could you let us know?
