Organizing Presets in LR Classic CC

Ok, so I am fairly new to LR, but it seems like others have the same issue.  I found basically the same issue posted 7 mos. ago, but it doesn't seem like it's any better.  The issue was titled, "Lightroom Classic: Presets are a nightmare to organize".  

I recently loaded all of my Adobe products on my new hard drive along with a fresh install of Windows 10.  I didn't know it would take a serious amount of time to organize all the different presets I purchased online.

Trying to make changes in the "Show Develop LR Presets Folder" does nothing since you can't move presets from one group to another and have them actually get moved.  You have to right-click on every preset loaded under "user presets" in LR and select move, then select the group you want.  Before you select the group you want, you will first need to create a new group.

Does this make any sense?  Is there a workaround? I don't want to have to do this on-by-one every time I decide to do a fresh install.

You may find the (free) Plugin from John Ellis very helpful-

Thank you.  I did see that on another post.  Have you tried it on the most recent version 8.1?
