Can you provide us the screenshot of the issue you have mentioned?

Also it would be helpful to us if you could tell us how you reached this state and the platform and Elements version you are using.

In older Elements versions, for instance on my PSE6, this behaviour happens if your screen resolution is not high enough. What's your screen resolution in pixels?
