Elements 10 Organizer reimports photos which are already in the catalog

After adding a few JPEGs to a folder, I attempted to import these additional files using Organiser Menu >File >Get Photos and Videos > From Files and Folders, then selecting the Folder, and clicking Get Media.
I assumed that Organiser would only import the few new photos which are not already in its catalogue.
To my surprise, Organiser re-imported more than half of the photos which were already in its catalogue!
All photos were JPEGS, edited in PSE 10 Editor, with date/time adjustments made in Organiser, all during the previous few weeks.
In Mac OSX 10.6.8 Finder, the thumbnails for the files in the folder differed as follows:
a) files wrongly re-imported by Organiser (NOT recognised as already in catalogue) have no border to thumbnail, and file suffix .jpg, i.e. custom thumbnails produced by PSE.
b) files correctly rejected for import by Organiser (recognised as already in catalogue) have a border to thumbnail, and file suffix .JPG, i.e. thumbnails produced by Preview.
c) changing a photo's time stamp in Organiser replaces the original file AND removes its borderless custom thumbnail, hence a new thumbnail with border is created by Mac's Preview: perhaps Organiser treats files without custom thumbnails as not having been added to Organiser?
