Photoshop 2017: Options Bar Opacity / Size Settings Get Stuck

I am getting some unexpected behavior with the opacity and size pressure override buttons on the options bar when using the brush tool. I would expect these buttons to function as a simple toggle for their respective settings, and I think they used to, but in the current version of PS they are not. Instead toggling the buttons causes the pressure and size controls to turn on and then stay on.

I am using OS X 10.12.5 and PS 2017.1.1 20170425.r.252 
I've confirmed that this is the behavior after uninstalling PS and all preferences and plugins and working on a completely clean and unmodified install.

An example of the behavior:
If I have a brush with (in the brush panel) 
  - transfer checked
  - opacity jitter control: off
  - flow jitter control: off

if I turn on the options bar override then 
  - transfer jitter control: pen pressure - 0% -- this is as expected.

but then if I turn off the option bar override
  - transfer jitter: remains set to pen pressure 0% -- I would expect this to return to whatever the setting for the brush was previously.

I see similar behavior with the size override and the size jitter control in the shape dynamics panel.

I have noticed that if Shape Dynamics or Transfer are not checked before activating the overrides, then those panels check and uncheck with the overrides. But this prevents you from having other setting in those panels. I have a lot of brushes for example with flow jitter control set to pressure but opacity turned off, which break when I use the override.
